New York, NY – May 1, 2025 – R&T Deposit Solutions, a leading provider of insured deposit and liquidity management solutions, today announced the appointment of Michelle Neal to its Board of Managers. Ms. Neal brings over two decades of leadership experience in financial services, with deep expertise in market infrastructure, central banking, and digital innovation.
Ms. Neal currently serves as CEO of Fnality International, a fintech firm backed by leading global institutions and focused on transforming wholesale financial markets through distributed ledger technology (DLT). In 2023, Fnality launched the Sterling Fnality Payment System (£FnPS) — the world’s first regulated DLT-based wholesale payment system — and is advancing the development of interoperable payment infrastructures across multiple currencies and jurisdictions.
Prior to joining Fnality, Ms. Neal was Head of the Markets Group and a member of the Executive Committee at the Federal Reserve Bank of New York, where she oversaw open market operations, foreign exchange, and the implementation of monetary policy. Her distinguished career also includes senior executive roles at RBC Capital Markets, BNY Mellon, Deutsche Bank, Nomura, and Royal Bank of Scotland.

In addition to her executive roles, Ms. Neal has served as a non-executive board member and standing committee member for numerous prominent financial industry organizations, including the Treasury Borrowing Advisory Committee (TBAC), the Global Financial Markets Association (GFMA), and the Futures Industry Association (FIA). She was appointed to the Bank for International Settlements Committee on Payments and Market Infrastructures in 2023.
Ms. Neal holds a BSBA in Finance from the Sawyer School of Management at Suffolk University, where she graduated cum laude. She is a dual citizen of the United States and the United Kingdom.
